Our Team

Phoenix Rural Health arose from the devastating closure of the Jamestown Regional Medical Center in Jamestown, TN. The entire staff of 150 lost their jobs and Fentress County lost its only hospital. Now, patients must drive 45 minutes for hospital care. 

Despite repeated attempts to reopen, the hospital remains closed.

Founder and Chief Executive Officer

Mark Clapp, M.D. is the founder and Chief Executive Officer of Phoenix Rural Health, LLC, a company dedicated to saving lives, saving rural hospitals, and protecting our rural way of life.

Mark is a medical doctor and has over 36 years of experience in the medical field including obstetrics, family medicine, wound care, hospitalist care, and emergency medicine. He currently works part-time as the emergency room physician at the Clinton County Hospital in Albany, Kentucky.

In 2000, Mark served as a managing partner of the Ambulatory Center of Wartburg. He and his medical partners resurrected the center which had been closed by a tertiary system. They rebuilt it into a thriving diagnostic center with MRI, CT, a surgery center and hired seven PCPs, and it’s still thriving today.

In 2006, Mark founded Restoration Healthcare with his brother. The company eventually purchased three hospitals on the verge of closure, and through a novel model of joint ownership with physicians, were able to keep the hospitals open. In the end, there was a change in the legal status of physician ownership of hospitals, so Mark and his borther exited the business. All three hospitals were still viable at that time.

He and his wife have lived in Jamestown, TN for the past 32 years. They have three children and three grandchildren

Jim Kennedy was born and raised in rural Overton County, TN where he continues to own farmland. He began his career in healthcare in the late 70’s working in a number of rural hospitals as a Medical Technologist. He completed his Bachelor of Science degree in Healthcare Administration from Cumberland University and began working for Rural Hospitals of American in the mid-80’s.

While at Rural Hospitals of America, Jim worked as an operations specialist, assisting in acquisition of rural hospitals and clinics in the southeastern part of the United States. In the late 80’s, Jim returned to active military duty in the United States Army where he served as an operations officer at the Corps, Army and Department of the Army levels. He has commanded at the battalion and brigade levels and has served in combat in Iraq and briefly in Bosnia. He retired from the US Army in 2008 at the rank of Colonel after serving a total of 32 years in the reserve and active force. 

Following retirement from active duty, Jim has started and sold several companies including a government contracting company, a service-oriented company, and a manufacturing company. Jim attended the Army War College and holds advanced degrees from Averett University (MBA Finance) and the United States Naval War College (MA National Security and Strategic Studies).

Charlie W. Fang has more than 20 years of experience in the medical field. He graduated from University of North Carolina School of Medicine in 1998.

Charlie W. Fang came to America from Taiwan in 1984 to go to college. Early in his career he worked as a Programming Analyst and a Technical Support Manager. He graduated from the University of North Carolina School of Medicine in 1998. He is board certified in Family Medicine with over 20 years of experience in the medical field. He currently specializes in Emergency Medicine and has worked around Tennessee in multiple rural hospitals for the past 20 years. Charlie shares Mark’s passion for rural hospitals and was an active member of the staff at Jamestown Regional Medical Center (JRMC) when it closed. Dr. Fang has an active medical license in Tennessee, Kentucky, Georgia, and Virginia. 

He and his wife currently enjoy living in the beautiful city of Knoxville, Tennessee.

Marsha’s role with Phoenix Rural Health is one of collaboration with the founder and the leadership team. She believes in Phoenix Rural Health and the mission to help rural hospitals thrive.

With her unique set of skills, she provides valuable support to the leadership team. She has over 19 years of experience providing high-level administrative support to executives and managers, with strong performance, commitment, and adaptability. She possesses a wide range of skills and knowledge that makes her effective and successful. Marsha spent over 9 years working as the Executive Assistant to the CEO, CFO, and COO at the hospital in Jamestown, TN. She performed a wide variety of administrative functions, and skillfully ensured the smooth operation of the administrative suite.

With over 15 years of experience in Healthcare Technology, Laura Sparkman specializes in revenue cycle management and system integration. 

Laura graduated from the University of Phoenix with a Bachelor of Science in Information Technology, followed by a Master’s degree in Management.  She is also a certified revenue cycle representative and a diversity trainer.  After graduation, she worked as a software developer for a healthcare specific technology company.  Her experience also includes product and project management with RCM specific solutions aimed at efficient patient collection strategies.

Laura is passionate about helping others and has a heart for improving outcomes, especially for the most vulnerable.  She lives in Cookeville, Tennessee and enjoys spending time with her children and grandchildren.

Amy has 25 years of nursing experience in both clinical and management settings.

Amy has 25 years of nursing experience in both clinical and management settings. During her nursing career, she has worked closely with administrative leaders, physicians, and clinical staff to create an atmosphere conducive to quality outcomes and service excellence. Amy’s nursing career includes clinical experience in med/surg, emergency, geri-psych, and long term care. Her management experience includes chief nursing officer, emergency department/ emergency management director, and quality/risk director.

Amy holds a Master of Science in Nursing in Clinical Management as well as a Post Master’s certificate as a Family Nurse Practitioner from Carson Newman University.

Her diversified nursing background, leadership skills, ability to engage staff, patient advocacy and commitment to exemplary nursing practice have all led to successful interdisciplinary teams that work to accomplish organizational goals. She is a perceptive, decisive leader committed to preserving quality patient care and efficient productivity in a continuous changing healthcare setting.

The Phoenix team also includes several advisors and additional team members that are not included in this list because they have current full-time engagement that deserves their complete online presence. Many have been instrumental in the development of these ideas. A list can be shared informally with interested parties.
